Who has as hobby or dreams of starting a collection, and wants to import old vehicles to Brazil, needs to be aware of all the steps so that the process is done in the best possible way, because a programming error can result in an expensive demurrage in the customs area.
The intention of this post is to explain the details of how to import old vehicles into Brazil safely and effectively.
Before we start, it is important to understand the definition of what an old vehicle is in Brazil:
● Vehicle that has more than thirty years of manufacturing.
● Must be in good condition, both originality and conservation.
Now, it is important to understand which government bodies are responsible for all stages of import clearance, where the collector needs to be accredited.
● IBAMA - As it is a pollutant, it is necessary to obtain a permit from the body. Also, it will be with IBAMA the granting of the customs import license.
● DECEX - Organ linked to the Secretariat of Foreign Trade (Secex), which also analyzes import licensing, since it is a used good.
● DENATRAN - Issues the Certificate of Adequacy to National Transit Legislation (CAT).
● FEDERAL REVENUE - Verifies the conformity of the data informed in the Import Declaration (DI) with the imported goods, the documents presented and the specific legislation, with a view to the clearance (delivery) of the goods and is responsible for the pre-registration of the Renavam vehicle to enable the placation.

1. Be part of some club affiliated to the Brazilian Federation of Antique Vehicles (FBVA).
This is a basic step for those who want to import. Before thinking about buying, the collector should be aware that he can only start the import process if he is a member of some club affiliated to the Brazilian Federation of Old Vehicles (FBVA).
2. Before buying the vehicle, request a proforma invoice
Here is another step that if it is not done the right way, the collector will have problems.
The payment must be made through an exchange transaction, registered in a bank authorized by the Central Bank.
So choose your car, book it and ask the seller for a proforma invoice. With this invoice, go to an authorized Brazilian banking institution and operate in the exchange market and close the exchange.
But calm down, this is not yet the time to make the payment.
3. Make the registration on the Revenue Radar.
It is worth remembering that any individual can import a car into Brazil, just comply with the determinations of the Federal Revenue.
And the first determination is to get clearance on the IRS Radar.
Natural Person: Radar habilitation from the IRS
What it takes:
● Go to the unit where the customs clearance will take place.
● Submit an application (in a specific model), accompanied by the documents of the interested party (such as Identity Card, CPF and Residential Proof).
● Bring a copy of the document that proves the business transaction abroad, such as proforma or commercial invoice.
Once this is done, the Federal Revenue Service will accredit the interested party, or its representative, as a customs broker, for access to Siscomex.
Important: the entitlement for natural persons is granted only for own imports, which do not characterize trade.
4. Import Licensing at Ibama and Decex
After having the Radar clearance, the importer needs to obtain the Import License from Ibama - because it is a motor vehicle that emits pollutants, and the Import License from DECEX, because it is used material.
To do so, initially at Ibama you need to obtain a license to use the LCVM (License to Use the Vehicle or Engine Configuration).
For this you need to register the following data in Ibama's Comprot System:
● Who is the importer.
● Engine specifications.
● What is the vehicle model.
Once this is done, Ibama analyzes the data and after the dismissal of the LCVM, you should:
● Register the Import Licence (LI).
● Binding the dismissal of LCVM in the LI.
NOTE: The Import Licensing must also be requested by the Comprot system.
Decex provides the LI after analysis:
● The business conditions described in the invoice.
● If the vehicle falls into the category of vintage cars.
● If the process is being done by a collector who is part of a club affiliated to the Brazilian Federation of Antique Vehicles (FBVA)
● If the other requirements described in the current legislation have been met.
The period of analysis and approval of the Import Licensing by both agencies may vary between 30 and 60 days. Until authorization is granted, the vehicle cannot be dispatched to Brazil.
5. Time to make the payment
With the import license granted, the next step is to find a bank branch to make the payment and then authorize the shipment of the cargo.
Go to a bank of your preference that operates in the foreign exchange market, deliver the corresponding amount in Reais, through a negotiated exchange rate, and this (the bank) will remit the funds to the seller abroad.
And to make this settlement and delivery of foreign currencies to the exporter, the Import License must already be granted.
IMPORTANT: Do not pay for the vehicle outside in cash, credit card or any other mechanism. Only through an exchange transaction at a bank in Brazil.
7. Certificate of Adequacy to National Transit Legislation (CAT).
The CAT is a document obtained by Denatran, fundamental for the success of the import. Based on the CAT that the Detran will perform the placation of the vehicle in Brazil after the clearance.
Because it is a rather bureaucratic procedure, at this stage it is necessary to have a specialized consultancy.

7. Embarking and disembarking the old vehicle
After the confirmation of obtaining the CAT, it is time to board the vehicle abroad.
With the confirmation of the landing, it is necessary to transfer the cargo to a secondary zone customs enclosure, where the process will be easier.
The next step is to register the Import Declaration and proceed to clearance.
During the clearance, the fiscal auditor in charge of the process will effect the vehicle registration in the National Index Base (BIN), and the chassis and engine, complementing the registration of the Certificate of Adequacy to the National Legislation of Transit (CAT) in DENATRAN (National Department of Transit)
BIN is a computerized and centralized database that stores official DENATRAN information, containing characteristics and information of vehicles belonging to the national fleet from the National Vehicle Registration system (RENAVAM).
9. Old Vehicle Placement
